Setsuna was always a solitary figure due to her duty as the guardian of the gates of time (a position that would not allow her to interact with anyone else other than Queen Serenity). Queen Serenity is the one that originally placed the three taboos on Pluto when she was given this position, when she was still very young. The taboos were as followed: she must not travel through time, she must not abandon her post at the Door, and she must never cause time to stop. While no punishment is expressly defined for her, she was told that if she were to break the last taboo (stopping time) that her life would end. Putting such a heavy rule on one so young, is what contributed to Pluto’s serious nature. She does not abide by those who would break the rules or flaunt them in her face. She can be very ruthless in that regard, although since all of the taboos were broken at one point or another she isn’t completely black and white in her interpretation of the rules. However, tell a girl she’ll die if she uses a power, and she is going to seriously think things through before utilizing them. Within the manga, Pluto only makes use of the final taboo once and it was to sacrifice her to save Small Lady and to prevent the collapse of the universe itself. So, she’ll break the rules, but only as a last resort and she’ll be willing to die for it if that is what is meant to be.
The Outers Senshi, including Pluto, was placed on the far edges of space to guard the Silver Millennium from outside invaders. As such, Pluto did not get many opportunities to make friends in her past life and certainly that continued into the future when her only friend turned out to be Small Lady who saw her only loneliness reflected in Pluto’s existence. After all that time, Setsuna is used to being on her own. This makes it difficult for her to open up to others, although because of Small Lady's interaction with her and the companionship of the Outer sailor soldiers, she has learned to be a little more open. She is certainly not as emotional as most people, but her love and compassion for others runs very deep within her. She does not always let it show and even tells Small Lady that one way of showing your love for others is by watching over them from afar. Setsuna may not show her affection and concern in overt ways, but that does not mean she is completely as cold and distant as her guardian planet would demonstrate.
The people she does make friends with become very dear to her because they are so few and far between. She’s not used to having people in her life so this can be a new experience and one she actually seems to enjoy. Contrary to her introverted nature, she does not enjoy the isolation her duty demands of her. However, she also understands deeply the weight of her duty and puts that above all else. When they are tasked with stopping Sailor Saturn from awakening, Setsuna aligns herself with Haruka and Michiru in killing Hotaru, even though she knows the others do not approve. Setsuna does not sway in her task in killing Hotaru until it is proven that Sailor Saturn is not the entity they believe her to be.
Thankfully, Setsuna has warmed up some since being allowed to live as a human with the other Outer sailor soldiers. She has a strong compassion for the other girls that make her come across as almost a maternal figure. She also has a "weakness" to small children and will often act motherly towards them (ie Hotaru and Small Lady). It's not a surprise then that inside Setsuna can be a very warm person. She does like to help other people, even if she cannot always do so directly. She is a very good listener and, being as old as she is, her wisdom also aids in her ability to help others. Unfortunately her sadness comes through in that sometimes she is unable to or even forbidden to help those she cares about due to her duties as a guardian of time. She is not supposed to change the past or stop time for any reason and the price is high if she uses these powers. As such, Setsuna spends a lot of time watching events happen and sadly doing nothing to stop them unless the need is great enough for her to make that sacrifice.
Her quiet nature aside, Setsuna does have passions that might seem odd for someone of her type. She is very much interested in fashion and sewing. She does not often have the chance to put this interest to practice, but it is an interest of hers none-the-less. It is because of this that Setsuna strives to be elegant and dresses such, even when the need might not call for it. This elegance is reflected not only in her dress but also in her behavior. She speaks to people with a great deal of politeness and does not raise her voice very often at all.
She also has a strong love for history (obviously) and science. She has spent her time as a human both as a nurse at a high school and as a Physics student at university. Setsuna spends a lot of her free time, when she isn't designing clothes, to read a variety of books and keep up-to-date on current science theories. Setsuna may not share the IQ of Ami, but she is a very knowledgeable and experienced woman. She is an excellent resource in any number of areas, not just the ones mentioned above. She’s worked with scientists on a number of occasions in her new life and, as such, when she talks she comes across as a very intelligent and well-informed individual.
Unfortunately, canon does not provide many examples of what Setsuna is like when she meets someone new as there are not many instances of characters outside of the sailor senshi and the few supporting characters involved with them (ie the cats, a few parents, etc). However, based on her first encounters with Small Lady and later the college students that work with Setsuna, one can assume a few things. First, most people when they meet Setsuna are immediately struck by her dark complexion and beauty. She is a naturally gorgeous and elegant woman that carries herself as such. Some have even gone so far as to use the term goddess. This can come across as intimating to some or just put them in awe, but it’s not something that Setsuna focuses on when thinking about herself. She does concern herself with other people’s problems, often before her own, since the nature of her duty as a soldier is to rescue other people. The example here is supported by her encounter with Small Lady who first meets her when she was upset. Pluto’s concern is not that a young girl has broken into the gates of time, but that the Small Lady is not harmed.

She is a naturally inquisitive person that would find such events extremely troubling. She might throw herself more into this problem than anything else simply because she would feel it is her duty to solve these kinds of problems. Of course, eventually she would start socializing in other kinds of ways, mostly to get to know people that might have some insight on the problem and to relieve her own loneliness now that she is no longer around the other girls. Also being the maternal figure that she is to many of the girls, she would easily step into this role aboard the station as well. She would want to help people, though her main goal would be returning to her own time and place to continue her duty as a guardian soldier.
